What is actually running inside your core, and why it resists change
Over 40% of banks globally still run COBOL as their core technology. Before you dismiss that as a legacy problem, consider what COBOL is actually doing: it handles 95% of ATM transactions, 80% of in-person card transactions, and 40% of online banking.
The problem is not that COBOL is old. Plenty of old technology runs reliably. The problem is that decades of business logic are embedded in millions of lines of code that nobody has fully documented.
Every regulatory change, every product launch, every edge case that a developer handled in 1997 is encoded in there somewhere. And the developers who wrote it are retiring. The intersection of “understands COBOL” and “is available to hire” shrinks every year.
The global financial sector carries an estimated $3.6 trillion in technical debt. For a Tier-1 bank, a single hour of mainframe downtime costs over $1 million. So you cannot just turn things off and rebuild. Your core is not a system you can swap out on a weekend. It is the operating memory of your institution, and every modernization decision has to respect that reality. The six modernization approaches, and when each one applies to banking
There is no single “right” approach to modernizing a banking core. There are six established strategies, each with different risk profiles, timelines, and transformation value. Most will use a combination depending on the component.
Rehost (lift and shift) moves your application to new infrastructure with minimal code changes. You get off aging hardware or exit a data center, but the application itself stays the same. In banking, this is appropriate when you need to reduce infrastructure costs quickly but do not yet need architectural change. It buys you time. It does not buy you transformation.
Replatform migrates to cloud (AWS, Azure, GCP) with minor optimizations. You get cloud scaling, better availability, and lower infrastructure costs without rewriting your application logic. This works well for ancillary systems like reporting, CRM integrations, or non-core batch processing. Moderate risk, moderate value.
Refactor restructures and optimizes existing code for performance and cloud compatibility without changing its external behavior. If the codebase is fundamentally sound but needs to run better, refactoring preserves your existing business logic while improving how it executes. This is where a lot of banks start because it delivers measurable improvement without the risk of a full rewrite.
Rearchitect redesigns the application architecture itself. This is where you decompose a monolith into microservices, introduce event-driven patterns, and build API layers. High transformation value, high complexity. For banking, this is where the Strangler Fig pattern lives, and I will cover that in detail below.
Rebuild means rewriting from scratch on a modern stack. Maximum transformation potential, but also maximum risk. This is the approach that produces the 80% failure rate in core banking. The problem is not that rebuilding is wrong. It is that at banking scale, with banking complexity, the variables are too many to control simultaneously. When it works, it works spectacularly. When it does not, you burn hundreds of millions.
Replace swaps your core with a commercial platform like Temenos, Thought Machine, or Mambu. Fastest to deploy, least customizable. This works when a bank’s product set is relatively standard and the platform supports the regulatory requirements of the markets you operate in. The tradeoff is that you inherit someone else’s architecture and roadmap.
Here is what matters in practice: your lending engine might need rearchitecting while your reporting layer only needs replatforming and your payments gateway might be best served by a commercial replacement. A credible legacy application modernization solution does not apply one approach to everything. It maps each component to the strategy that fits its risk, complexity, and business value.
The Strangler Fig Pattern: how banks decompose a monolith without downtime
Martin Fowler coined the Strangler Fig metaphor in 2004, named after the tropical vines that gradually envelop and replace a host tree. In software terms, it is a pattern for incrementally replacing pieces of a legacy system with new services. Microsoft’s Azure Architecture Center documents it in detail, and for good reason: it is the most proven approach for decomposing monolithic banking systems.
The mechanism is straightforward. You deploy a facade, essentially a proxy, that sits in front of your legacy system. All requests pass through this facade. Initially, it routes everything to the legacy application. Then, as you build new microservices that replace specific legacy functions, the facade starts routing those requests to the new services instead. The legacy system never goes dark. Traffic shifts gradually.
The process has three phases. Transform: you identify a specific function in the monolith, build its replacement as a standalone microservice, and deploy it alongside the legacy system. Coexist: both the old and new implementations run in parallel. The facade routes traffic, and you validate that the new service produces identical results. Eliminate: once the new service is proven, you retire the legacy function and route all traffic through the replacement.
For banks, this pattern has three critical advantages. First, there is no big bang cutover. You never flip a switch and hope everything works. Second, rollback is straightforward because the legacy function is still there. If the new service has issues, you route traffic back. Third, each migrated module delivers value immediately. You do not wait three years for a single go-live.
Where it gets hard is in the decoupling. Most banking monoliths have tight coupling between components. Your account management module might directly call your interest calculation engine, which directly queries your customer master. Before you can extract any one of those into a microservice, you have to decouple it from the others. In practice, that decoupling work is often 40 to 60% of the total effort.
Event-driven architecture accelerates the process. Instead of having new services call old services synchronously, you introduce asynchronous messaging. Actions trigger events. Services respond to events without needing immediate acknowledgment. AWS calls this the “Leave-and-Layer” pattern. It creates the loose coupling that makes decomposition practical at banking scale.
Progressive modernization vs. big bang: the data is clear
BAI, the banking industry trade association, published a piece titled “Rip and Replace is Outdated.” Their position: progressive modernization, a step-by-step approach that begins with modular components and extends transformation to the full core over time, is the only approach that consistently works for banks.
The numbers support this. Progressive modernization takes two to three years with the right plan. Traditional full replacement averages 4.7 years and frequently runs longer. The difference is not just timeline. It is that progressive approaches deliver incremental value along the way. You see returns in month six, not year four.
The sidecar strategy is one form of progressive modernization that is gaining serious traction. Under this model, a new core system runs alongside the legacy core. New products and new customers are onboarded to the new system. The legacy core continues serving existing accounts. Over time, accounts migrate from old to new. The two systems operate independently, with integration layers handling the handoffs.
IDC projects that 40% of global banks will be pursuing sidecar strategies by 2026, increasing to 70 to 80% by 2028. The appeal is clear: you get a modern core running in production within 6 to 12 months instead of waiting 3 to 5 years for a full replacement to go live.
McKinsey’s research on banking transformation shows that banks achieve efficiency gains of 30% or more through systematic, phased modernization. Deloitte’s 2025 banking outlook reports 40 to 60% reduction in operating costs and 20 to 30% increases in IT efficiency for banks that complete their modernization programs. But the key word is “complete.” The banks that achieve these numbers are the ones that stayed the course with a phased approach. The ones that tried to do everything at once are the ones that show up in the 80% failure statistic. Compliance is not a phase. It is a constraint on every architectural decision.
This is where most modernization plans fall apart quietly. Teams design the target architecture, plan the migration waves, and then try to bolt compliance on afterward. In banking, that sequence is backwards. Compliance is not something you add to a system. It is something the system has to be built around from the first design conversation.
Think about what a bank has to maintain during a core migration. Basel III and IV set capital adequacy requirements that depend on real-time risk calculations. Those calculations pull from account data, transaction histories, and market positions. If your modernization changes how that data flows, even temporarily, your risk reporting can break. And broken risk reporting is not a bug you fix in the next sprint. It is a regulatory event.
PCI-DSS governs how payment card data is encrypted, accessed, and audited. Every new microservice that touches card data needs its own set of access controls, encryption at rest and in transit, and audit trails. If you decompose a monolith that handled all of that internally into twelve services that pass card data between them, you have just expanded your PCI scope from one system to twelve. That is not simplification. That is a compliance surface area problem you have to design around before you write a line of code.
SOX requires internal controls over financial reporting. During a migration, you are running two systems in parallel. Both have to produce consistent numbers. If the legacy system says one thing and the new service says another, you do not have a technical discrepancy. You have a Sarbanes-Oxley issue. GDPR adds data residency and deletion requirements. GLBA adds financial privacy rules. PSD2 in Europe requires open banking APIs with their own security standards.
The banks that handle this well build compliance into their CI/CD pipelines. Security scans run automatically on every deployment. Compliance checks are automated, not manual. Containerized environments with Kubernetes enforce network policies that map directly to PCI-DSS segmentation requirements. Audit trails are generated by the architecture itself, not maintained by a separate team trying to keep up with changes.
None of this is optional, and none of it can be retrofitted cheaply. The cost of redesigning a system that was built without compliance baked in is multiples of what it would have cost to get the architecture right from the start.
The talent equation: why most banks cannot staff this internally
Even banks that understand the technical approach and have the budget often stall on staffing. The talent problem in banking modernization is structural, not cyclical. It hits from both ends simultaneously.
On the legacy side, the people who understand your COBOL systems are retiring. The average COBOL programmer is over 50. Universities stopped teaching COBOL decades ago. The intersection of people who understand mainframe transaction processing and people who are available to hire gets smaller every year. For a Tier-1 bank with millions of lines of COBOL, losing institutional knowledge is not an HR problem. It is an existential risk to the modernization itself, because you cannot replace what you do not understand.
On the modern side, cloud architects, Kubernetes specialists, and engineers who can design event-driven systems at banking scale are in the highest demand across every industry. Banks compete for this talent against tech companies that move faster, pay comparably, and offer more interesting technology environments. Filling a team of 30 to 50 specialists for a multi-year core modernization program means recruiting against every other enterprise doing the same thing.

If something goes wrong, the facade routes traffic back to the legacy system. The first wave is as much about proving the process as it is about delivering the module. It establishes the playbook that every subsequent wave will follow.
Months 9 through 12: Second wave and stabilization. With the first module live and validated, you begin the second migration wave while monitoring and optimizing the first. This is where the program starts building momentum. Your team has gone through the full cycle once. The facade infrastructure is proven. Compliance workflows are automated. Each subsequent wave moves faster because the tooling and processes are already in place. By month 12, you should have two to three modules running on the new architecture, a proven migration playbook, and a realistic timeline for the remaining waves.
The banks that follow this sequence typically complete their full modernization in two to three years. The banks that try to compress these phases, or skip the assessment, or attempt to migrate five modules simultaneously in the first wave, are the ones that end up in year four with nothing in production and a board asking hard questions.
The difference between banks that modernize and banks that try to
